How to find the "FRAME" code so I can title it for 508 compliance

I’m using template Weaver II 2.1.2.
I need to make the site 508 accessibility compliant and one of the infractions I have is:
“Frames shall be titled with text that facilitates frame identification and navigation”How do I find where to do this ??
