Your themes css will be in your themes style.css.. you can edit it via an editor an upload or use wordpress editor (Appearance > Editor)

You add the CSS in your theme's header via a <link rel="stylesheet" href='http://link_to_your.css_file.css' /> and your javascript with <script type='text/javascript' src='http://link_to_your.js_file.js' ></script> both of which are already linked...

There are some GUI editable theme's and plugins like PageLine, but generally there's no way "automatically edit themes on wordpress" it's just coding.

It sounds like you're looking for a quick answer to a question without grasping the basics of WordPress/Development.. so some helpful resources can be found at: w3 schools and the wordpress codex.. many of the theme authors here learned everything they know from those two sites.
