how to do I stop hacker from using my WP Site from mailing e-mails.

    I have been suspended again for mailing out 120000 spam emails.
    they all are from “fedex” suspending the account does not stop it as so many emails are in the queue.
    I believe that they get in through wp-mail.php or some other php script I cannot identify.
    I have not activated any e-mail on my account. I have two forms on my website, sign up for my mail letter through mailchimp and the wp-contact plugin.
    I have .htaccess files blocking access based on IP addresses.
    How can I stop these hacker from miling from my site?
