   I want to delete this 3 directories from public_html. Which is blocking my reinstall.

   wp-admin/
   wp-content/
   wp-includes/

   Kindly provide any options or way. I tried file manager and ftp it keep appearing back !

   Are they blocking your install or are you reinstalling?

   If you are reinstalling WordPress, leave them. Check to ensure the file permissions allow you to change or delete them, which is more likely your problem. http://codex.wordpress.org/Changing_File_Permissions
