Folks,
Strange to see, so far, no one developed any plugin to delete all the existing tags and Comments. :-(
Anyways... May someone tell, how can i go about it?

Well you can delete 999 tags at a time--in the Post->Post Tags screen set the Screen Options Tags per page to 999 then select all tags and do a Bulk Action delete. Same principal applies to comments.
