   I have MU setup for 3.0.1 and an admin user from the main that is assigned to all. I visit the backend of each site and can't find how to create a new account under Users. I want to make new admins that I will assign to each site.

   Had to turn this on.
   Under Super Admin > Admin > Add New Users (enabled)
