How to create a 'guess the time' sweepstake grid??

Hi,
I’m looking to create a ‘guess the time’ sweepstake grid for a marathon website. I’ve found an example of what I’m trying to create here: http://www.guessmytime.org/markcarrington/
Can anyone suggest how I might create such a site or if there are any free plugins I could use?
