I think you cannot convert your HTML design to wordpress site, and the HTML and WordPress codings are completely different. So you can use a opensource design for your wordpress website and you can order for a Thesis theme for 160$.....

google it and there´s quite a lot of info on this.
though I´m not sure if the best thing shouldn´t be to do a fresh clean WP 3.1 install and then manually transfer the content or pay someone for to do it. (here´s a link(themespress.com) to a webfirm which does this - at it seems)

I´m sure that there is a lot more infos, plugs/software, paid assistance - and other possibilities out there - not hard to find.

Yeah! However you can anyway design a custom WP theme if you know all the codings and you can use the same CSS codes.

@Mike58 THANKS! I would say the CyberCoded.net HTML to WordPress website option was the best I think I will give it a bash cos at the moment I have my old .html site with a new section called blog with the wordpress insatllation for that, but would also like to upgrade my old homepage to wordpress functionality but not lose all the Page Rank and link juice
