How to change text in yellow "Read the Petition" bar?

Is there any way to edit the yellow “Read the petition” bar so that instead of saying “Read the petition” the text reads “Add your own comment to the letter” or something similar?
I’m using version 2.4.2 of the SpeakUp! plugin.
