You login as Site Admin, go to “Settings” at the lower left corner, and under the tab “General” you can change the blog title (and tagline).

I have the same problem, and I read the response, but I can’t seem to figure out how to log in as Site Admin. How is that done? Whenever I access my blogs, I just go to WordPress.com, log in, and use the dash boards. I don’t think this is the right way to log in because I never see a “Settings” menu.
A log in is a log in – are you the Admin.?
WordPress.com has a Settings General – bottom on the left side of the screen as long as you have the proper privileges. If you don’t have the proper privileges i.e. if you are a Contributor you won’t see the Admin. change the whole site options.
