   How can I make it so users can only submit picture posts? No text or anything,just pictures.

   See Roles and Capabilities ... Aside form your post, it would be best practice to allow a user to only post basic text and not images.

   it doesn't matter if they can submit other text etc, it matters what tags you use in your template file... if you only use the gallery tag you should be right.
