   Hello,ok i was wondering how to make the most recent post the TOP STORY
   in which the background of the post is different than the rest.
   So that all other posts are normal looking

   any help would mean alot thanks

   First of all - that is not a WP template - it is hand coded from scratch as a website. As far as I know that cannot be done in WP. MIGHT be, but with your attitude I doubt any of the VOLUNTEERS around here will want to bother with you.
