How to add specific capabilites for WooCommerce?

    i need my shop admin to view “order notes”.
    i can only grant access to this via “manage_woocommerce”.
    but this is allowing the user to manage the whole plugin.

    can i add a capability like “view order notes” or something like this?
    how to do that?
