How to Add a stamp or sticker on top of the wordpress title

Hi,
I’ve seen a lot of blogs that when the post expires they put a stamp across the post title and on on top the text that says ëxpired
I really don’t know what it’s called…
Does anyone know how can I make one? is it a plugin?
