How to add a Hover Footer with links

    I’m trying to figure out How to add a Hover Footer with links. I have a website that I’m currently editing for a client and I was asked to do something specific and I do not have this option with the Photorific theme.

    Explanation
    What I want to do is create hyperlinks on the footer as you see here. When someone moves mouse over the links a pop up comes up with the text for that link. I do not wish to have it go to an individual page or website. He wants it to simply pop up with text when Hover over the links.

    May I get some help from anyone that has done this before? Thank you everyone in advance for your help.
