The answer to that question depends on factors such as your theme and what exactly you are wanting to do.
Do you mean create navigation tabs for your site? If so, most themes support that now. In most themes, pages are automatically added to your navigation and in some themes categories can also be added to your navigation bar fairly easily. There are also plugins that will allow you to create custom navigation menus as well.
