   Depends how your theme is set up.
   But usually it is included with your Blog Title setting in the 'title' of your site, so search engines see it, and it appears up at the top of your browser....I think that's pretty standard

   But it can also appear under your blog title if your theme supports that, some include it, some don't. You can also pretty easily add it to any theme using <h2><?php bloginfo('description'); ?></h2>

   It is not included with my Title currently.

   1.) What do you mean by it appears under your blog title? Where specifically will it appear?

   2.) Where specifically does that code you provided get inserted?
