   What basis does STC use to determine the comment count?

   Does it go by the poster's Name, IP address, e-mail address, URL, or all four? If so, in what order?

   I've noticed that some posters comment counts are short of the actual total, even though the the name, e-mail address and url all match.

   (Note: I'm using the unsupported STC plugin and not the widget.)

   I can take a look at the code if you tell me what STC is :)

   I searched, but I found a couple different references to WordPress plugins with the initials STC.

   Could I see a link to the plugin?

   If you're referring to the Top Commentators Widget, it groups comments based on either the commentator's name or e-mail, which you can set in the options. STC is a little different though, so best if you can contact the plugin owner directly for that.
