Just wondering--does it work through a cookie set on a user's computer, or is it tied to the user's email address or something (I'm wondering here about non-registered users)? In other words, if the user has been "whitelisted" while commenting from a computer at work, will his comment be held in moderation if he tries to post from home?

It checks to see if a commenter's exact email address and name have already had an approved comment. If they haven't, it goes to moderation.
