How do you make your ScrollBar smooth?

Ok, let me try to explain this… you know your internet explorer scrollbar (the bar on the right you hold with your mouse to go up and down a page), on most sites, when you go up and down, it moves smothly. But on my site (and a few others) it moves “clunky”. Does anyone know how to make it more smooth? Thanks!
