   Ive been trying to make a splash page for my website but im not that familiar with wp. wordpress says you can insert a splash page via wordpress dashboard but it doesnt give me any option anywhere.. if anyone could give me some advice on how i can insert a static page onto my blog that would be awesome! thank you

   Create a page from Dashboard - Page - Add New.

   For this example, create a new page and call it "Home" as the title.
   Then create another new page and call it "Blog" as the title.

   Now go Settings - Reading - and select the "A static page (select below)" radio button. Then, for Front page choose "Home" and Posts page choose "Blog". Click "Save Changes".
