How do you get the center Horizontal menu used in the Extend - Plugins display? (1 post)

    The Description | Installation | yada | yada bar in the Post section, a la http://wordpress.org/extend/plugins/front-page-excluded-categories/page/2#post-1389.

    I was searching for a CMS that would do this, saw the display in the Plugins section, and decided on WordPress on the spot. Now I can't find a plugin or theme that lets me configure this! Arrggg. I want to use it as a "Tags" navigation bar that works within the category of the post.
