   I notice a lot of WP tutorials on YouTube show blogs with have two rows of tools above the post box.

   All my blogs have only one:
   Bold, italic, link, etc.
   And I use lots of different themes.

   How do I get the second toolbar underneath with the H1 and H2 tags please?

   The last icon on the right should be "Kitchen Sink", which, when clicked, should reveal the second line of icons that you are looking for.
