In ftp I can't delete the files (wp-admin & wp-includes), nor can I open file and delete the entire contents - says can't delete directory files.
Can I delete these files from the file manager?
What is shell access?

Try contacting your hosts. It could be a file/folder ownership issue.
you will may not be able delete them using ftp as the folder has content you will have log in on server to delete as folder

I'm a total tech dummie here, so 'log in on server' you mean logging into where?
where ever you are hosting your wordpress
