I want to add a blog for my overall recipe website of pastries. I also want to add a comment section after my individual recipes that are on static webpages using WP.

Is it possible to add code to my static webpages so people can leave comments about my the recipe featured on that page? Will it be possible for them to subscribe to that feed so they can tract new comments?

This feature is similar what allrecipes.com does by allowing users to comment on recipes but without the rating stuff.

I know some will subscribe to feeds. But is it possible that when I create a new post in a category that an email can be sent to those who prefer this method?

Also is there a good book that will show me what needs to be done accomplish these tasks?

    Thanks for the help.

You could either convert your static pages to WordPress Pages and add the comment form to the Page template, or see http://codex.wordpress.org/Integrating_WordPress_with_Your_Website
