   I currently have a WordPress.org account where I login by typing in my wesbite's name as follows: http://www.xyz.com/wp-admin

   I want to create a completely separate blog site with that same method. How do I go about doing that?

   The new site would run off of a new theme, I already own the domain name and I have a host.

   You have two choices: (1) Create a Network out of your current WordPress installation, which would allow you to have two separate sites run by the same WordPress install; or (2) Install WordPress again, into a folder (or subdomain, if your web hosting allows it).
