How do I set my blog as my default page

    just got cPanel to accept wp3 via ftp to my site http://www.hi99ins.com
    How do I get the site to display my blog when someone types in http://www.hi99ins.com?
    Do I have to have an index.html that runs a script or something?
    also I cant import my blog from the free wordpress blog I have as it says it can;t upload to the target XML folder. I manually put the exported xml file in that folder at my site but don’t now know how to activate an import manually from there.
    pls help! i am a bit of a noob
