Sorry I am still pretty know to WordPress.
I am trying to offer both free and paid ebooks in a downloadable PDF format on my site. Is there a plug in that allows you to post PDFs for download, or is there another way to do it?

You can offer PDFs by first uploading them using the Add Media option (the starburst icon) that is available in every Create/Edit Post page and then inserting the resultant file into the post or page.
