    Although WP was primarily for blogging, you've always been able to make a 'proper website'. I'd suggest looking at themes, as there is likely one that is very similar to what you are looking for.

    Thanks.

    Make the homepage a static page. For that go to
    "Settings" -> "Reading"

    change the Front page displays to a static page and select a front page and if u want select a blog page.

    Now the landing page of your website will be a static page.

    If you more to coding, you can make custom frontpages using frontpage.php file in your theme folder.

    If you mean tabs within the top navigation bar, it's not possible without editing some code. Normally you only have tabs for static pages, such as your about page etc.

    Thank you Emphacy.

    If anyone can suggest code for this or a plugin that would be really useful and I can resolve the question

    This is what you want to be looking at...
    There are no current plugins to do the trick for you unfortunately. You'll have to get down and personal with some code editing.

    My article explains everything very nicely.
