   I have a site which has several staff members, who are authors. I am the admin and there is one other staff member who is an editor.

   All the authors cannot see my previously uploaded images when they go to the Add Post screen. "Brosw all" isn't an option for them, unless they have uploaded an image, in which case only their image appears.

   What I need is to mod it so that all users from Author level and above can view and use all previously uploaded images from the Add Post screen

   Bumping twice in 6 hours won't get you a faster answer. On the contrary:
   a) helpers will be annoyed and will ignore you
   b) (more importantly) by bumping you just successfully removed your post from the "no-replies" queue of topics where most of the volunteers start to look when they come online.
