   I would like to know the plugins or codes from scratch to enable these functionalities like WordPress.com does .

   I know about these

   Polls : poll daddy
   CSS :safecss
   Openid:mu-open-id

   I want to try these functionalities
   1)Rating
   2)Sharing
   3)Text Messaging
   4)webhooks
   Does anybody have Idea on implementing them?

   The Plugins Repository is your friend. Most WordPress.com features eventually end up as plugins.

   For Example:

   1) Rating -- Several options: http://wordpress.org/extend/plugins/search.php?q=rating&sort=
   2) Sharing -- http://wordpress.org/extend/plugins/sharedaddy/
   3) Text Messaging -- This one is only available on WordPress.com, but look in the Plugins Repository for third party solutions
   4) Webhooks -- http://wordpress.org/extend/plugins/hookpress/
