   I did the quick install with default (Kubrick) template.

   I entered the blog title and my email address as prompted.

   When I went and opened the blog, I found that there was a tag line underneath the blog title: "Just another WordPress weblog". From the wp-admin page, I have have seen has been un-editable style sheets.

   How do I change this tag line on the header?

   Well, I'd go to Options -> General and edit it there.
