I've looked almost everywhere (I'm sure I'm missing something) and I can't find a proper place to edit the user groups, like the Editor, and Subscriber, and Author. I want to make my blog a community blog not just personal, and I want to make sure what permissions I'm giving the users first.... But I can't find a page on the admin panel to edit these permissions.

You need a plugin to do that.
Look for the Role Manager plugin listed at the bottom of Roles and Capabilities.
