Click Add Media and upload it.
Then chose the options you want on how to insert it into the post/page.
That will only enable you to add the video as a download – not play it online. For the latter, you need a video player plugin.
They didn’t say what they wanted it to play on their site. 🙂
But ya you’re right.
Sorry. I tend to assume that embed = like a YouTube video.

Easiest way is to go to Plugins -> Add New
Search for “Embed Video” and find the plugin that you want. But basically it will require a video player.
I cant recommend one because Ive never had to use them.
