In the admin, when I try to write a post or a page, the tabs that allow me to switch between "Visual" and "HTML" are there, but the rulers that show the buttons are not visible.
I am running two sites with WordPress, both 100% identical.
I have tried every setting available to me - and come up blank.
Any ideas on how to show the rulers that belong to those two tabs?

OK, I have tried uninstalling and reinstalling... things are still the same...
any ideas?
oh, and I found a thread addressing this matter, but this didn't help
What rullers are you talking about exactly ?
If you are talking about the WYSIWYG icons, did you checked in USERS - Your profile if the "Use the visual editor when writing" tick box is on ?

thanks for your time, I deeply appreciate it.
I toggled the "Use the visual editor when writing" tick box and it changed nothing.
The rulers I mean are indeed the WYSIWYG icons....
any ideas?

if this the tick box was "off" than maybe you need to clean your cache before you will see a change.
Are you using any editor plugins ?
Any admin themes ?

no admin themes
only theme is misty look which functions 100% on my other site....
the tick was on!

SOLVED IT!
hahahahaha
OK, I ran Windows CC Cleaner and cleaned all caches and temp files
