I'm trying to coordinate with another person in developing a plugin. He's put my alias in the readme file and now I'm shown as an author in the plugin page but my checkins are denied. What else needs to be done?

He needs to add your username as a committer on the plugin's admin screen.

Have him go to the plugin's admin page: Like http://wordpress.org/extend/plugins/YOUR_PLUGIN/admin/ There, he can add your wordpress.org username to give you commit access.

So I got added (I can even see the admin panel) but I still get a 403 Forbidden error.

Does it take a while until this change is replicated to the SVN?

EDIT: /Ignore, it started working now
