Maybe I’m not understanding the best way to do this? I read that using a form would be the best way?
Any recommendations on a form plug in?
TDO Mini Forms has an upload widget so should be able to do what you require. Others may have other suggestions.

I’m trying to offer a dog contest on my blog. Visitors write a short story in the comment section and attach a picture of their dog. I’m trying to figure out how they can upload the graphic.
Not quite sure I understand the whole gallery idea?
