   how can a make a particular group of users can make a new categories?
   or
   how can i upgrade someone to livel 10?

   1. User must have User Level 4 to edit Category.
   See: http://codex.wordpress.org/User_Levels
   (when codex comes back up).

   2. Under admin panel, Users, User&Authors, Registered Users, you can click on Promote User then when that User is under Authors section, you can click on the (- or +) in the Level column to further promote or demote that User.
