   I have a blog jiltin.com and opened up the login/register to public. I set the default role as Author. I have around 25-40 users of which one person, username=bill, could change his role from Author to Administrator. How can he do that? I had originally 2.8.1 version and later upgraded to 2.8.4 to fix some security issues.

   Is it a bug in 2.8.1 or 2.8.4 version? If so, what is the fix or resolution. Please help.
