Plugins cause this too. Especially anything screwing around with permalinks or rewrites. Note – Simple Tags has issues with 3.1. so deactivate it or turn off ‘active tags for pages’
FV Top Level Categories seems to have helped some people, while others have success with the Permalink Fix & Disable Canonical Redirects Pack. Try installing one or the other.
Sounds just like what I went through on a fresh install (not an upgrade).
This plugin fixed it for me.
Note: This is in regards to a “Windows Server.”

I uploaded the plugin via FTP, and once I activated it I could then view all of the pages / posts.
In the past i have this problem (with 3.0), the problem was permissions on some files in wp-admin and .htaccess
the solution: ftp way and change permisions for 7xx
I have a BIG problem i actualize from 3.05 to 3.1 and home page doesn’t work!, but i can entry in admin area, create new post and make the preview.
I try to change the skin, deactivate al the pluggins and they not work…
Brownser message say this:
This page is not redirecting properly
Firefox has detected that the server is redirecting the request to this address in a way that will never end.
With the other browsers (opera, safari, iexplorer) have the same problem.

t-p , I couldn’t find that file. I’m real new to this so I don’t know for sure.
I tried to delete everything off my server and reinstall it last night…should I try that again?

mi server works on windows, and this plugin has solved the PROBLEM.
The blogs that works in linux are not upgraded, i try and coment if this polugin it’s needed. (I think that no need.)
