Please post a url. Screenshots don’t help a lot.
Is the site(s) in question have any plugins installed? Are you installing a fresh copy or are you updating to 3.9.1 from something older?

The front end looks fine. The back side has lost the style sheet.
Your theme is codilight which is not supported on this forum.
It is sold by a lot of different vendors. Your support would be at what ever vendor you bought it from.
Problems in the back end most always come from conflicting plugins or an incomplete upgrade. You might want to try reinstalling WP.

I talked to the theme developer, he said it is not the theme, He is not sure what it is.
Then I talked to hosting and they said there is something wrong with wordpress core files.

That is not exactly what they said. :^) They said it was possible that a plugin had changed core files. That is why we will do a reinstall.
BTW their message looked like they really put some effort into it.
The sign in page continues to be not a standard WordPress page. Something has changed this and the style sheet is still loading incorrectly.
You need to reinstall WordPress following these instructions.

Install without SEO and GoDaddy showing on the menu bar. Also, try a different browser, computer or if you have a laptop a different network (like Starbucks).

godaddy does have awesome support, they really helped.
