Help with local wordpress install issue

Backgound: WORDPRESS LOCAL INSTALL V3.4.2 AND 3.5.1
local install of WAMPSERVER 2.2
each install hangs at INSTALL.PHP =STEP 2
I have struggled with this issue for some time in trying to set up a local install of word press. All is well up until install.php step two =2.
Wordpress install Screen appears and then nothing.
back tracking to Admin log-in does not work.
Password recovery does not work.
CLICKING ON Home takes me to:
My Site
Just another WordPress page… when I click “LOG IN” admin
screen nothing with or with out previous password even (nothing)

Anyone out there…!!! Kindly help… with step by step solution of course would be greatly appreciated
