Try looking in the Plugins sub-menu (below the Appearance menu item).

    Have you tried:

    - switching to the Twenty Eleven theme to rule out any theme-specific problems.

    - resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.

Twenty Eleven is my theme (totally fresh blog) and when I tried resetting plugins folder by PhpMyAdmin. Doesn't fix my problem. I think - I will uninstall this blog and install it again and see what happens.

Ok, I think after third installation it finally works. There must be something wrong with softculous install program.

    Problem solved.
