wp stats and quantserve keep loading even with jetpack deactivated and deleted. how do I stop these things from loading. I don't want or need them

Hi ragtopb,
did you ever work out how to get rid of quantserve. I have been searching for two days now, about 14 hours, trying to get rid of this thing so that I do not have to put a cookie opt in on a clients site and have found no information :-(
