I am new to WP and have been asked to look at a site that is down. Every page just loads the php code for that page. For example, the front page displays the php code on the index.php, wp-admin displays "Dashboard Administration Panel", wp-login displays "WordPress User Page". The only page I have managed to bring up is readme.html. I haven't seen any posts so far that describe this same issue - I apologize in advance if I have missed the solution. Is there a step by step guide anywhere to getting this site back up and running? I have never installed WP but I am not completely computer illiterate (my experience is with Drupal and Joomla.) Any help is most appreciated!

That is the first place I would start. Contacting the host or seeing if they have a plugin installed that sent or storied a copy of the database.
Hopefully the host can get you a backup of the files.
lots of hosts let you login to the admin center and download the last $x backups.
