Changing Website & WordPress URL.

Long story:

Started with Wix – Thetacticalgentleman.com Wanted to move hosts, gotta wait 60 days… Built wordpress site on new host with temp url: http://173.254.28.43/~thetacti/home/

Thats ugly so I used thetacticalgentleman.com as a enter button page.
60 days have passed. I want my website with the ugly URL to be tacticalgentleman.com!

I have been told the following:

That I can do this with the Changing Site URL WordPress Codex. I did the edit config and edit functions and it did not work HOWEVER:

I stopped at Upload that to your theme directory, then proceed as stated above. Remove the file afterwards.

Is this not the end? DO I need to also do the other steps below that?
What about the “Relocate Method” and “changing the url directly in the database?”

Are these multiple methods on one page, or do all steps have to be completed? Thanks!
