   using twenty eleven theme.
   i made some changes to background and also in general setting (WordPress Address (URL))

   now the site is "broken". Site has no structure. only home page is seen. all links lead back to homepage.

   i can't get into the dashboard to undo changes!

   is there a way of fixing it?

   You are going to have to change the site URL back to what it was. Please read all of the information in this article: Changing The Site URL before deciding which method is best for you.
