Ok, I wanted to do an upgrade to see how it worked and it looks like my hosting server pooped out after extracting and then "Installing..." I let it sit there and it did nothing, not my blog is stuck in "Maintenance" mode.
What should I do??

You can see there that it's stuck in "Maintenance" mode.
Delete the .maintenance file that should be in the WordPress base folder--same folder as the wp-admin folder.

Does this file have another name?

So how do I put the site INTO maintenance mode? Adding .maintenance to the base folder doesn't do anything.
How come there isn't a switch for this in admin?
