Header Widget Disapearing on Mobile View

I have a .gif banner in the header widget that seems to disappear when viewed in the mobile view.

I presume this is a default setting for when the site scale down. What I’m wondering is that is there a way to override this so it doesn’t disappear?

Any help or tips on my little problem would be a great help.
