Header “Notification”

Hi,
I’ve been looking for this for at least 30minutes now, without luck, obviously. I once saw a “plugin” or a template edit, can’t really say because I don’t know, but basically it was an header “notice”.

Right under the first WordPress tab. Can anyone please point me in right direction? Would really appreciate the “code” for something like that.
